Negociants are smiliar to wholesalers. Most Bordeaux chateaux do not sell wine to customers. In almost every case, they only sell their wine to Negociants who agree to purchase the wine in every vintage. Negociants resell the wine to a myriad of clients for examples, importers, wholesalers, large merchants etc.
