
Bleach activator is generally hydrogen peroxide and it's needed to open the hair cuticle to allow the bleaching agent inside the hair shaft. It also chemically reacts with the bleach to de-colorize pigments. The higher the volume of peroxide (activator) used, the faster and lighter the hair becomes- but the more damaged it can get too.
